EnerNex's Erich Gunther, under contract from the California Energy Commission's Public Interest Energy Research program through the California Institute for Energy and the Environment, completed the draft report "A Strawman Reference Design for Demand Response Information Exchange."
The report was prepared as part of a project to explore the possible uses of reference designs in helping regulators implement policy regarding demand response. A reference design is a framework for understanding significant relationships among various components and for development of consistent standards or specifications. In the case of demand response, a reference design is needed for the effective deployment of hardware and software to support dynamic pricing and related energy delivery information systems.
The report found that a reference design establishes a common starting point for implementing open information exchange for DR. It guarantees regulatory bodies the ability to develop tariffs, programs and other initiatives. It also facilitates cost-effective system deployments and an open market.

To move forward, the report recommends:
- Formation of and utilization of a working group to work out the details of the reference design and set up the mechanisms for already existing standards bodies to contribute
- Devising a method for measuring compliance and benefits of implementation
- Consideration for implementing DR systems according to a reference design through rulemaking
