EnerNex developed a wind generation model based upon a meteorological assessment and defined appropriate scenarios for wind development. In collaboration with Sacramento Municipal Utility District personnel, the models were developed to define the 2011 target study system and build system reliability and unit commitment models. The capacity value of wind generation for SMUD was calculated using a traditional loss of load expectation reliability analysis and an effective load carrying capability analysis. The incremental reserve requirements and high-resolution simulation due to wind generation in the SMUD control area was estimated through statistical means. The study performed hourly dispatch simulations to assess the cost incurred by SMUD for managing wind generation using a unit commitment approach. EnerNex reviewed the wind generation technology and considerations for interconnection and investigated training aids and tools for SMUD system operators.
